First, the “tour company” was quite helpful, but you really don’t need them. If you walk up the monument to where the elevator starts, you can simply purchase a ticket there. We were directed to proceed “up the steps” with some general finger pointing, and we went up the steps to the church which is next to the monument. Then we had to walk back down and start again up different steps of the monument itself.
